Why attacker class cant use bug drill .

As said by yourself, the drill for attacker is a bug. It has been fixed in Warfare Online. If you would like to play a character with the ability to drill and do damage, you should take a look at Shadowoffs / Assassins.
Shadowoffs can now drill when using the Claw weapon type.
Assassins can now drill without the need of pressing the āSā button when jumping.
